In Milwaukee, Juneteenth festivities began in 1971, led by Northcott Neighborhood House, and have grown every year. In later years, the annual Juneteenth celebration spread from TX to various African American communities throughout the US and was declared a national holiday in 2021. Although the Emancipation Proclamation signed by President Lincoln in 1863 had already declared slaves to be free, that edict was not immediately enforced in all Confederate states. This holiday originated on that date in 1865 in Galveston, TX when Union soldiers arrived to bring word of their freedom to the last enslaved people – numbering nearly a quarter million.
